The Former President's Progressive Warning Misses Europe's True Danger: Technological Stagnation.

The recent US national security strategy presents a flawed assessment of Europe. It claims that unrestrained immigration and what it terms "progressive" policies pose an existential risk to the continent's identity. Yet, this perspective rests on a serious misinterpretation of the reality. The true challenge facing the EU is not cultural but technological and economic lag.

The Stark Growth Gap Separating Europe and the US

Statistics reveal a stark picture. Between 2008 and 2023, US GDP surged by 87%, while a paltry thirteen and a half percent increase for the EU. During this time, European income per person dropped from 76.5% to just 50% of the American figure. Strikingly, even the poorest US state now boasts a greater average income than major European economies like Italy and France.

Today, roughly half of the global 50 largest technology firms are US-based, while a mere four are from Europe.

The Technological Shortfall: A Critical Problem

This widening economic gap is driven by superior productivity growth in the United States, largely due to breakthroughs and higher total factor productivity. The landscape of global tech dominance is decidedly US-centric. In the last five decades, 241 US firms have grown into enterprises valued at over $10bn, versus just 14 in Europe.

This gap raises a pressing question: As the competition for future industries like semiconductors, AI, and quantum computing, where does the EU positioned? Experts widely concede it is essentially a contest between two involving the US and China, with European nations starting at a significant disadvantage.

Root Causes of Europe's Technological Lag

A number of major reasons explain this technological divide.

  • Financing Ecosystem: The United States has a far deeper and more dynamic system for financing new ventures. Europe still lacks a true capital markets union, which caps the scale of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hinder Europe. A American entrepreneur can introduce a service under one set of laws to access a market of over 330 million. The EU, despite a larger population, is split among 27 different national regimes, creating significant internal barriers.
  • Cultural Attitudes: Views on risk-taking vary greatly. In parts of Europe, business failure was once met with penalties, whereas in the United States, it is often seen as a badge of experience.
  • Military Investment: The United States enjoys a tightly woven academic-military-industrial complex. Europe's long-term lack of spending in military capabilities has weakened its capacity for breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

Despite these challenges, one can find causes for hope. European leaders are growing more conscious of the existential challenge and have begun to advance serious reform. Notable reports on EU competitiveness and the internal market point to the need for sweeping reforms.

With the right incentives and regulatory reforms, Europe's strengths could support far greater degrees of commercial innovation.

The continent retains considerable advantages: high-quality workforce, top-tier education systems, and premier research institutions. Coupled with a vast domestic consumer base and substantial household savings, these elements could trigger a new wave of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in developing next-generation technologies, it can still significantly boost productivity by adopting and adapting advancements from elsewhere.

A Critical Juncture

The European Union now faces a decisive moment. As the saying goes, decline often happens "slowly, then all at once". To date, the continent's technological decline has been steady. But, without bold steps to address its deep-seated problems, today's gradual weakening could turn into a sudden and irreversible loss of global economic relevance.
